The economic well-being of rural Kansas communities is in critical decline. As businesses, jobs and residents migrate to urban areas in record numbers, many small towns are actively pursuing strategies to remain vital. While a few are succeeding, many are failing. "Small Town, USA" examines the challenges faced by communities, employers and individuals as they strive to develop cultural and economic models that will ensure survival of the small … in the era of the large. This is a story of conflicting ideals: the rural lifestyle—a romantic hallmark of America’s past—and the urban lifestyle—to all appearances, a hallmark of America’s future. The film follows the lives of people from all walks of rural life as they examine their personal values and face tough decisions about what they’re willing to give up in order to pursue "progress."
And what about the people who are going against the flow of urbanization? As 21st century America moves into an era of runaway cultural upheaval, will telecommuting trends and the proliferation of electronic communication allow more individuals and organizations to move away from the cities? A few, rare companies have already done it, reducing their operating costs and giving employees the opportunity to trade the "rat race" for the slower pace of rural life. What are the formulas for success in a small-town environment, and how can these formulas be repeated in other communities?
We hope that, in addition to informing and entertaining, "Small Town USA" will serve several important purposes on behalf of the rural communities it portrays:
- Showcase economic development strategies that are working for some rural communities, so that other communities may learn from them.
- Spotlight strategies (or the lack thereof) that are not working, so that these, too, may be clearly evaluated by small-town stakeholders.
- Generate dialogue among leaders, employers and residents of rural communities on key issues that may ultimately translate into action items that could steer those communities toward success.
- Promote the benefits of the small-town lifestyle to potential residents and companies, both inside and outside the state of Kansas.
Ultimately, we hope to create a film that serves the highest purpose of art: positive change.
